Am I correct in understanding that the ranks and regimental commanders of League are to be chosen by the Grand Prince? If so, is that how a member of the League attains the rank of Oberst or indeed any rank?

Ok, please specify Regimental name. Also, I am giving you command of the Army of the Tiber if that's ok with you.

Well, due to my numbering procedure, it would be the Fourth Roman Regiment, but yeah, that will work. If you wish it to have a nickname, tell me.

Though born in France, the prince was of Italian descent and fought in Italy (though that was Northern Italy). Do you have any suggestions?

Just as an alternative, since you asked for ideas, perhaps the "Empress Zita Regiment", since she was also Italian. Pick whichever one you like.

Then I choose Prinz Eugen (not that I have anything against the great Empress Zita, but I would like to inspire the men of the regiment with the name of a brilliant military commander).

What do you think about the idea of regimental colors?
For example:
4th Roman

An image editing program call Paint.net ( www.getpaint.net/index.html), with elements from Wikimedia commons. I can make flags for the other regiments based on their suggestions if you like.

That would be great! I am going to try and make my own banner, if it doesn't work out I will contact you. I am sure some of the others would be interested though.
